Over the past five months, training departments across governments have had to adapt learning methods to prepare workers to fulfill agencies' missions because of the pandemic. This approach to government work is being referred to as the "New Normal." Join ATD Maryland and the DC Metro Chapter of ATD Government Community of Practice as we explore this new approach to work. The stay at home order has changed how organizations communicate, the response to work, and the capability priorities at work. This "New Normal" has the capability to eventually change the organizational culture of governments and how talent development is practiced. In this webinar, state and federal government panelists will discuss the government's approach to work and how we as talent development professionals can prepare for the "New Normal." We will use Declan Fox's TD article, From Surviving to Thriving: Building Capabilities for the New Normal to discuss:

Lin Burton, Ed.S, has been a learning professional since 1980. During her years of service with the federal government, George Washington University, in local government and private industry, she has served as the Chief Learning Officer for Federal Prison Industries, Associate Professor in the George Washington University Graduate School of Education & Human Development, School Administrator in Alexandria City Public Schools, NSTEP National Training Program Coordinator for the National Association of State Directors of Special Education, and teacher/professor in both public and private settings.

David Mark is the Chief Training services Division, Maryland Department of Health.  He received his M.Ed. in Curriculum Development from Loyola College, Baltimore. He has over 10 years managing all aspects of the agency's training department and over 30 years designing and facilitating training programs in the private and public sector.


Declan Fox is Director of Product and Content Marketing at NovoEd, an online collaborative learning platform that helps organizations develop workforce capabilities that align with organizational purpose. Declan has worked in educational technology since 2005 at companies including Houghton Mifflin Harcourt, Teachscape, and now at NovoEd. A lifelong learner, he just completed an MA in philosophy with a certificate in Ethical AI from San Francisco State University, 25 years after graduating from Harvard University.

Ryan Changcoco is an author, blogger, thought leader, and facilitator on the topics of management development and employee engagement. As the senior manager for ATD's management development group and program director for their government workforce initiatives. Ryan is responsible for identifying and partnering with subject matter experts from all over the world to develop content in the areas of management development, leadership, and industries training. Ryan is also the program director for the ATD/Yale Management Excellence program. Prior to ATD, Ryan served as a business consultant for several large healthcare organizations, including Blue Cross and Blue Shield. Ryan is also the co-founder of a physician advisory and consulting group called The Physician's Edge.

As an author, Ryan has contributed to a few healthcare publications including Talent Management in Healthcare―Exploring How the World's Health Service Organisations Attract, Manage and Develop Talent (2017) and Leadership in the World's Healthcare Sector (2018), both of which were published by Palgrave Macmillan UK. Ryan is also the co-editor of Focus on Them (2018), a management book published by ATD Press.
